The research is a response to the challenges formulated by the European Union’s cohesion policy for 2021 – 2027. These challenges are related to the necessity of conducting evidence – fact policy. Moreover identification of economic specialization of regions in the areas of potential competitive advantages for which it is necessarily better link with the research and development (R&D) sphere such as the economy, accurate diagnosis of own competitive position and concentration on support of key scientific areas and technological researches.
